The five-point document refers to Russia's aggression and its "persistent and unthinkable attacks on Ukrainian civil and energy infrastructure, which deprive millions of people of basic services." It should be noted, for example, that the Republic of Moldova participated, for the first time, formally, in such a high-level event. And the Secretary General of the North Atlantic Alliance, Jens Stoltenberg, referred to the Republic of Moldova and how the country can be helped, in the current, extremely delicate and difficult context. "Recently I met with Maia Sandu and we discussed how we can expand the partnership, respecting the country's neutral status (...). Moldova being so close to war has suffered a lot, and the most sustainable way to end everything would be for President Putin to end the aggression. This war has ramifications across the globe," Jens Stoltenberg said. In Bucharest, the United States announced new aid for Ukraine, in addition to the 19 billion dollars already allocated. "Putin needs to be convinced that he lost," said US Secretary of State Antony Blinken in Romania. "Russia's savage attacks on civilians in Ukraine show that Vladimir Putin has no intention of really sitting down at the negotiating table, that in addition to the intention to wipe out the independence of Ukraine, he wants to turn the war into a frozen conflict, to retreat and then attack again," said Antony Blinken. Present at the NATO meeting in Bucharest, the Ukrainian foreign minister, Dmytro Kuleba, again called for anti-aircraft defense systems, mentioning among others the advanced American Patriot system. The Secretary General of NATO, Jens Stoltenberg let it be understood that the discussions remain open for the time being. "It is one of the current challenges. We need to make sure not only that we send equipment to Ukraine, but also that we can support it with spare parts and ammunition so that it can operate effectively. So we are discussing a wide range of additional systems, but we are also urgently addressing the need for the current systems to work." Jens Stoltenberg said that the accession of Finland and Sweden to NATO is almost completed. "It is time to welcome them as full members of the Alliance."
