National Probation Inspectorate scales digital surveillance for public safety

A record 2,740 individuals were placed under electronic monitoring in Moldova throughout 2025. This figure represents the highest annual utilization of the system since its official launch.

According to the National Probation Inspectorate, 58% of these cases involved house arrest. Another 35% were dedicated to safeguarding victims, primarily in domestic violence cases.
Electronic monitoring devices enforce proximity restrictions, preventing aggressors from approaching victims or their residences. This mechanism has been a key safety tool in Moldova since 2021.
Since the system's inception, more than 4,200 victims have been protected through these digital safeguards. The technology allows for immediate intervention following a court-issued protection order.
The system provides real-time tracking of individuals under judicial control or probation. Any breach of court-mandated restrictions triggers an immediate alert to law enforcement.
Beyond domestic violence and house arrest, the technology is also deployed for unescorted movements and individuals under strict judicial supervision to ensure full compliance with legal mandates.
