Kindergartens in Chisinau will be renovated and upgraded for energy efficiency

A project to rehabilitate preschool institutions will modernize fifty-two kindergartens in Chisinau, serving over 10,000 children and employing nearly 1,500 staff members. The first phase of this project will focus on upgrading 30 of the largest kindergartens in Chisinau.
"The project involves the rehabilitation of buildings, including their walls and roofs, the replacement of windows and doors, and the modernization of heating and ventilation systems. It also aims to improve the domestic hot water preparation system, upgrade electrical installations and lighting, rehabilitate sanitary facilities, and enhance internal equipment. Additionally, individual heating points, control systems, and energy-efficient kitchen equipment will be installed. The project incorporates the use of renewable energy sources," stated Ion Ceban, the mayor of Chisinau, during the project launch event.
Local experts, in collaboration with the European Union, will prepare the tenders, which are expected to be launched by May 2026.
The rehabilitation works for the first 20 kindergartens are scheduled to begin in 2027, with the project expected to be completed within three years, as emphasized by Ion Ceban.
Ala Mîrza, an advisor to the mayor responsible for project implementation, stated that "the total cost for the first tranche is 33.8 million euros."
She explained that the project is not merely a capital repair; rather, it comprises a comprehensive set of integrated energy-efficiency measures. These measures aim to reduce costs for the General Directorate of Education and the Chisinau City Hall while ensuring appropriate thermal comfort for both children and staff.
The estimated payback period for the investment is approximately 8.8 years.
Overall, the project's total value amounts to 57 million euros, which is equivalent to over 1.2 billion lei. Funding is secured through a combination of financial instruments, including contributions from the European Bank for Reconstruction and Development, the European Investment Bank, European grants, and the Chisinau municipality.
Currently, the municipality is implementing more than 30 projects financed through European Union instruments, with a total portfolio valued at 4.5 billion lei.
