Neutral Moldova seeks 'security exporter' status via Ukraine aid

Moldova holds the legitimate and legal right to join the "Coalition of the Willing" to support Ukraine, according to regional security experts. The move signals Chisinau's ambition to transition from a security consumer to an active "security exporter" through military diplomacy.

Neutrality and military diplomacy

Political analyst Victor Juc argued that Moldova's constitutional neutrality does not preclude participation in Ukraine's defence capacity-building efforts. Speaking on the În Context programme, Juc noted that the country could contribute through demining, humanitarian assistance, and training.

Black Sea expert Mihai Isac described demining as a vital form of military diplomacy. He suggested that such technical participation ensures Moldova holds a legitimate seat at future peace negotiations.

A hybrid global order

The current geopolitical landscape reflects a competition between three global visions. Juc identified a rules-based model supported by Chisinau and the West, a force-based model promoted by Moscow, and an equity-based model proposed by Beijing.

"While hostilities continue, no single model will prevail," Juc stated. He anticipates a "hybrid model" emerging from the conflict. He also noted that the war has redefined modern combat as a "war of attrition by drones," as unmanned aerial vehicles offer cost-effective alternatives to cruise missiles.

The Russian troop withdrawal

The experts also highlighted the urgency of identifying logistics for the withdrawal of the Operational Group of Russian Forces (OGRF) from the Transnistrian region. Juc emphasised that identifying evacuation routes with European partners is essential for Moldova's legal and social integration.

Mihai Isac warned that any ceasefire in Ukraine must not become a mandatory precedent for Moldova. He criticised the lack of firm political will over the past 30 years regarding the Transnistrian issue.

International context

The "Coalition of the Willing" currently includes over 30 states, including the US, UK, France, and Romania. These nations provide varied support, ranging from air defence systems to logistical training.

President Maia Sandu recently indicated that Moldova could specifically contribute to demining operations. This follows the March 2026 European Council summit, where French President Emmanuel Macron welcomed Chisinau's readiness to join the initiative.
