Parliamentary parties’ 2025 budgets: funded by state and donations

The Action and Solidarity Party (PAS), currently in power in the Republic of Moldova, reported the highest income and expenses among parliamentary parties last year. According to the financial management reports for 2025 submitted to the Central Electoral Commission (CEC), the party collected over 36 million lei, with the majority coming from state budget allocations estimated at around 29 million lei.
At the beginning of January, PAS had just over 100 thousand lei in its accounts, supplementing its income during the year with almost 5.6 million lei from donations, including 1.8 million from supporters within the country, and over 1.1 million lei in contributions from the almost 12 thousand party members. As a result of the economic activities carried out, the party obtained just over 250 thousand lei.
At the same time, the party spent over 36 million lei, with the largest amounts directed to youth and women's programs (8.8 million), personnel expenses (7.1 million), and press and promotional materials (4.5 million).
PAS spent almost one million lei on paying contributions to international political organizations to which it is affiliated, and just over 100,000 lei were allocated for opinion polls. Expenses for telecommunications and the development of the party's applications required another million lei.
At the end of 2025, the party still had approximately 35 thousand lei in its accounts.
The party with the highest membership fees
The largest opposition parliamentary party, the Party of Socialists of the Republic of Moldova (PSRM), began 2025 with 1.8 million lei in its accounts and ended the reporting period with 1.6 million. Of the 18.4 million in income collected during the year, 12.6 million came from state budget allocations.
The over 9,800 party members contributed just over 4 million lei, and the party collected 1.7 million lei from donations, including 585 thousand lei from party members and 610 thousand from other individuals in the country.
The PSRM reported expenses of 18.8 million lei in 2025, including 3.6 million for the rental and maintenance of headquarters, 2.9 million for the press and promotional materials, almost 2 million lei for advertising spots, and 1.2 million for personnel expenses. For youth and women programs, the party spent a total of 3.9 million lei.
Parties with “zero donations” and millions in accounts
The Communist Party (PSRM) and The National Alternative Movement (MAN) – which entered Parliament as part of the “Alternative” Electoral Bloc – are the parties that reported “zero donations” in 2025.
PCRM is also the party with the most money in its accounts, 38.4 million lei at the end of December. During the year, the party’s income totaled 2.5 million lei, including 1.9 million in allocations from the state budget. The party obtained almost 500 thousand lei from its economic activities, and its slightly over 5,000 members contributed 47 thousand lei.
The Communists spent twice as much as they earned in 2025. The party's total expenses exceed 4.5 million lei and were mainly allocated to staff salaries (2.3 million), headquarters maintenance (240 thousand) and transportation (145 thousand).
The National Movement "Alternative" reported income of 4 million lei during the year, of which 1.9 million were allocations from the state budget and 2.1 million were contributions from party members.
Total expenses, estimated at 3.8 million lei, were allocated to programs for youth and women (1.1 million), the press and promotional materials (809 million), and headquarters maintenance (497 million). The party ended the year with just over 700 thousand lei in accounts, compared to 454 thousand at the beginning of the year.
Two other parties in the parliamentary faction "Alternative" – Party for Development and Consolidation of Moldova and Party of Common Action Civic Congress – reported revenues of 2.3 and 267 thousand lei, respectively. Budgetary allocations for them totaled 1.7 million and 98.6 thousand lei, respectively.
The Party for Development and Consolidation of Moldova reported expenses totalling 2.2 million lei, leaving 71 thousand lei in the accounts at the end of the year, while the Civic Congress spent a little over 300 thousand lei, leaving 25 thousand lei in the accounts.
Differences of millions for two parties with the same number of deputies
The "Democracy at Home" party had less than ten thousand lei in its accounts in January, attracting income of almost 700 thousand lei during the year, including 446 thousand lei in budgetary allocations. The party obtained 197 thousand lei from donations, including 135 thousand from the 451 party members, in addition to the dues of almost 10 thousand lei.
The party spent 656 thousand lei, including over 90 thousand lei for programs for youth and women. Around 200 thousand lei were personnel expenses, and 73 thousand lei were invested in promotional materials.
The "Our Party" party, which, like "Democracy at Home", holds six mandates as a deputy in Parliament, reported last year revenues of 8.7 million lei and expenses of 4.3 million.
The party started the year with 245 thousand lei in its accounts, supplementing its revenues with 3.1 million in budgetary allocations, 5.4 million lei in donations and 13.8 thousand lei in contributions from the 5,430 members of the party.
The largest part of the expenses was directed towards salaries (1.2 million), maintenance of the premises (1.1 million) and advertising spots (1.1 million). At the end of the reporting period, the party had 4.7 million lei in its accounts.
Political parties are obliged to submit their financial reports by March 31. There are 66 political parties registered with the Public Services Agency.
