State of emergency declared in Tuapse as OSINT confirms blazes at strategic oil facility

A state of emergency is in effect in the Tuapse district of the Krasnodar region following a major Ukrainian drone strike overnight. The attack resulted in at least two fatalities and seven injuries, including a 14-year-old girl and another minor.
Governor Veniamin Kondratiev confirmed the casualties, stating that debris from intercepted drones damaged 24 private homes, six apartment buildings, and three educational institutions. While official reports focused on civilian damage, independent OSINT analysis reveals a more strategic impact on local energy infrastructure.
Strategic refinery under fire
Digital analysis by the news outlet Astra, supported by NASA FIRMS thermal anomaly data, identifies at least three active fire sites in the city. Two blazes are located within the perimeter of the Rosneft-owned Tuapse refinery, specifically targeting fuel storage tanks.
A third fire was recorded in the Black Sea waters near the shoreline. While the cause of the maritime fire remains unverified, local reports suggest it may involve a civilian vessel damaged in nearby Novorossiisk or a secondary impact from the aerial engagement.
Operational disruptions and emergency measures
The Tuapse refinery, operated by RN-Tuapse Refinery and integrated with the Rosneft marine terminal, is a critical hub for Russian fuel exports. Despite the visible fires, regional authorities have not officially acknowledged the damage to the industrial site.
Classes have been suspended across all educational institutions in the city. Recovery efforts continue as specialists clear debris from residential sectors, while one woman remains hospitalized in moderate condition following the strikes.
