EU appoints new Head of Partnership Mission in Republic of Moldova

The European Union Partnership Mission (EUPM) in the Republic of Moldova appointed a new head: Ambassador Kirsten Joppe. She was selected for this role by the European Union Political and Security Committee on April 22. Ambassador Joppe will commence her duties in the country on April 25.

Kirsten Joppe is a German expert in good governance and an international advisor with over 20 years of experience in peace operations and human rights.

She has significant expertise in electoral assistance and has held leadership roles within the OSCE Mission in Kosovo and the German Federal Foreign Office, where she was responsible for relations with Armenia and Azerbaijan.

In November 2024, Kirsten Joppe joined the European Union Rule of Law Mission in Moldova (EUPM) as Deputy Head of Mission and Head of Cabinet. This appointment followed more than six years of service in Ukraine.

While with the European Advisory Mission to Ukraine, she played a crucial role in coordinating initiatives related to institutional reform, digitalization, human rights, gender equality, and combatting corruption.

It is noteworthy that Kirsten Joppe is succeeding Cosmin Dinescu, who led EUPM for three years since its launch in April 2023.

EUPM Moldova was established in April 2023 for an initial two-year period, with the goal of strengthening the country’s security sector capacity to respond to crises and hybrid threats, including cyberattacks and disinformation campaigns from external sources. The mandate has since been extended for another two years, until May 31, 2027.
