Moldova and Japan sign strategic AI cooperation pact

Japanese Minister for Internal Affairs and Communications, Hayashi Yoshimasa, reaffirmed Tokyo’s firm support for Moldova’s European integration and democratic reforms during an official visit to Chisinau.

The visit was marked by the signing of a strategic memorandum of cooperation in the digital sector. The agreement establishes a joint framework for AI governance and cyber security, signaling a new phase in the bilateral partnership.

Strategic financial backing

President Maia Sandu expressed gratitude for Japan’s role as a primary development partner. Over the last five years, Japan has provided over €129M (approx. 2.5B MDL) in grants and loans to Moldova.

This funding has directly modernized the nation’s agricultural fleet and equipped fire services in six localities with 19 modern intervention vehicles. Additionally, Japanese aid has upgraded the studios of the public broadcaster, Teleradio-Moldova.

Shared democratic values

During meetings with President Sandu and Parliament Speaker Igor Grosu, Minister Hayashi emphasized that both nations remain committed to the rule of law and sovereignty.

Japan intends to further intensify parliamentary cooperation, viewing Moldova as a key partner that shares fundamental democratic values. The diplomatic mission concludes on May 3, following high-level talks on regional stability.
