Moldova empowers ethnic communities through new policy framework

Moldova launched its new state strategy for social cohesion and interethnic dialogue on June 18, 2026. Developed by the Ministry of Education and Research alongside the Agency for Interethnic Relations, the DIALOG 2026–2028 Program establishes long-term national priorities.

The official launch gathered central and local authorities, the diplomatic corps, international development partners, and civil society leaders. Academic representatives and ethnic community delegates also joined the event to back the initiative.

Strategic objectives for national integration

The policy framework focuses on five strategic goals to bridge institutional gaps. Key actions include building permanent communication channels between minority groups and government bodies at both national and municipal levels.

Additionally, the strategy deploys an early-warning monitoring system for interethnic relations. This mechanism will allow authorities to identify localized tensions early and mitigate social cohesion risks before they escalate.

The program also drives civic inclusion by ensuring ethnic minority representatives actively participate in drafting and implementing future public policies.

Diversity as a national catalyst

During the event, Minister of Education and Research Dan Perciun emphasized that ethnic, cultural, and linguistic diversity serves as a vital resource for national growth.

"The DIALOG Program is more than a policy document," Minister Perciun stated. "It functions as a concrete mechanism to strengthen trust, open communication, and institutional cooperation among all citizens."

Community representatives welcomed the strategic framework. Delegates noted that the initiative will successfully boost intercultural dialogue and increase minority participation in state decision-making processes.
