Moldova arrests three in €742k foreign-funded water scheme
Moldovan anticorruption authorities have launched a major crackdown on a tender-rigging scheme involving public officials and business executives accused of inflating costs on foreign-funded infrastructure projects.
Officers executed approximately 30 search warrants across the country, detaining three suspects and formally naming seven others as under investigation while remaining free.
Systemic overpricing in public infrastructure
Investigators from the National Anticorruption Center and the Anti-Corruption Prosecutor's Office estimate the preliminary financial damage at €742,000 (approx. 14.5 million MDL).
The probe reveals that a design representative built a fraudulent network starting in 2020 to favor pre-selected contractors for municipal water supply and sanitation projects.
Contracting authorities allegedly tailored public procurement technical requirements to match products from a single designated supplier, eliminating genuine market competition.
Wiretaps expose tailored technical specifications
Audio intercepts published by investigators demonstrate how specific technical details were deliberately inserted into tender documentation prior to official publication.
In one conversation, suspects insisted on requiring high-density polyethylene (HDPE PE 80) sheeting for water tank insulation, a rare condition that excluded competing bidders.
The rigged specifications were later copied directly into final project estimates, forcing public authorities to buy equipment at artificially inflated prices.
Authorities confirmed that both the national budget and foreign development funds suffered severe losses due to the fraudulent procurement practices.
