The head of the group is said to be a 71-year-old German citizen. Among the plotters are members of the extremist group Reichsburger (Citizens of the Reich), which has long been the focus of German police because of violent attacks and conspiracy theories they promoted.

Furthermore, they refused to recognize the modern German state. The group would consist of 50 men and women who would attempt to overthrow the republic and replace it with a new form of state modeled after Germany in 1871.
