QR codes enable digital voter ID checks in Moldova

Moldova’s Central Electoral Commission has approved QR-code identification through the EVO app for voters at local elections on November 1 and Gagauzia’s regional elections on November 15.

How digital voter identification will work

Voters will open the EVO app on their phones and scan the QR code displayed by an electoral operator. They will then review the requested information and tap “Allow” to authorize its transmission.

The voter’s identification data will appear on the operator’s computer. The operator will transfer the personal identification number into the Alegeri electoral information system for verification.

If the digital identity details match the voter register, the voter will be considered identified. They will then sign the electoral list and receive a paper ballot.

An electoral bureau member will record “Electronically identified – EVO” in the notes section of the voter register.

Rules for voters missing from the main register

Voters who present a physical or digital identity card, or a Moldovan passport, but do not appear on the main electoral list may vote using a supplementary list. This is permitted only if the Alegeri system confirms that they are assigned to the polling station.

Upcoming elections in Moldova

On November 1, voters will elect mayors in five localities across Moldova. Residents of Tomai, in the Autonomous Territorial Unit of Gagauzia, will elect new local councillors.

A local referendum on mineral resource extraction near Delacău, Anenii Noi district, will also take place on the same day.

On November 15, voters in Gagauzia will elect members of the People's Assembly and a new Governor (Bashkan).
