Capital city secures water supply while Northern Moldova faces 48-hour shutdown amid pollution crisis

The Moldovan government has officially instituted a 15-day environmental state of alert for the Dniester (Nistru) River basin, effective March 16, 2026. The emergency measure follows a significant petroleum spill currently moving downstream, prompting a massive mobilization of state resources to mitigate public health risks.

While the capital city of Chisinau maintains a stable water supply, the municipality of Balti has faced a total suspension of service. Authorities in the north halted the Soroca-Balti aqueduct as a precautionary measure, leaving residents without tap water for a minimum of 48 hours.

The local utility, Apa-Canal Balti, reported a critical infrastructure bottleneck, noting that only two out of 67 available wells are currently operational. When questioned on the timeline to restore the remaining wells, officials cited a 12-month restoration period, highlighting long-term investment gaps.

Capital resilience and international cooperation

In Chisinau, the situation remains under control. Mayor Ion Ceban announced that water quality tests have returned within safety limits for eight consecutive days. The municipal Commission for Exceptional Situations will now meet daily to monitor the intake zones.

"We have fortified our protective barriers at the capture stations with support from Romanian partners," stated Environment Minister Gheorghe Hajder. He emphasized that while there is currently no immediate threat to the one million citizens served by Apa-Canal Chisinau, the ministry remains on high alert.

Strategic prevention and monitoring

The 15-day state of alert is described by the Cabinet of Ministers as a "preventive mobilization." It grants authorities the legal framework to bypass standard bureaucratic hurdles for rapid intervention and environmental cleanup as the oil slick continues its trajectory along the country’s primary water artery.
