Kos: Moldova delivers 93% of reforms required for next EU payout

The European Union is finalizing a fresh Growth Plan disbursement for Moldova after Chisinau met 93% of reform milestones, European Commissioner Marta Kos said following talks with Prime Minister Vasile Tofan.

The upcoming financial transfer will support the country's public investment agenda as accession preparations accelerate. Kos and Tofan agreed to hold their next round of high-level talks at the EU–Moldova Association Council, scheduled for 5 October.

Accelerated reform pace

Kos commended the government's track record, noting that tangible domestic progress is directly unlocking European support.

“Moldova's impressive results on EU accession reforms are paying off,” Kos wrote on social media platform X. “I had a good discussion with the new Prime Minister, Vasile Tofan, addressing Moldova’s next steps on its path toward EU membership.”

Speaking in the European Parliament earlier, Kos highlighted that Moldova's 93% completion rate places it ahead of all other candidate countries benefiting from tailored EU Growth Plans. She reiterated that backing Chisinau represents an investment in a secure and united Europe, particularly as Moldova resists hybrid attacks and external interference.

Negotiation clusters on track

Tofan reaffirmed the government's commitment to deepening institutional reforms, specifically targeting judicial integrity, anti-corruption enforcement, and economic governance.

“I am grateful for the continuous support of the EU, including through the Growth Plan, with the next payment now in its final stage,” Tofan said on X. “Our objective is clear: to advance reforms and turn European integration into stronger economic growth and better opportunities for our people.”

Moldova formally opened Cluster 1 (Fundamentals) on 15 June 2026 during an intergovernmental conference in Luxembourg, followed by Cluster 6 (External Relations) on 14 July in Brussels under the Irish Presidency of the EU Council. Officials in both Brussels and Chisinau intend to open the remaining four negotiating clusters before the end of the year.
